As far as I know, it was instituted on 1937 and awarded to those foreign diplomatics or foreign people who were considered sympathetic to the Third Reich government. In the link you can see some of the recipients of the order of the german eagle.

This is a 5Th German Eagle Order with sword, third design (1943-1945 period).
Maker is Godet & Co.
The normal value of this category is 1200€ aprox in nice state. Your example 750-850€ (enamel faults and gold bath lost in some parts).
This order is delivered to non-military personnel when it was instituidaen 1937 but in 1939 Hitler authorizes the addition of swords to military personnel or military merit.
This Order is delivered to civilian and foreign military personnel (non-German), except in a few cases as were those of von Ribbentrop and von Neurath (foreign ministers of Germany at different periods) and Fritz Wilhem (Reichsprotektor of Bohemia and Moravia).
