The standard variation, one that has both S&L based core and frame are usually hard to distinguish from eachother. At the moment my eye doesn't spot any flaws or things that would point to a certain manufacturer.

So I could quite safely go for S&L or the even safer version, standard variation

        I agree with Daniel = S&L design

          S&L design certainly .... possibly could be an un-marked 16- Rettenmayer .

These crosses with the S&L based frame are sometimes difficult to ID without clear photos. That's why I say S&L design, standard type or S&L type because if I say a certain maker I want to be sure if we are talking of these S&L designs.

I would like to have a better photo of the corner where the flaw should be for a 16 that I would say 16 as it is a bit unclear imo.
                However I don't deny it's a 16 as it is very possible.
