IMO the catch may not be, as it likely fell off when it failed , but usually jewelers or manufacturers repair badges when soldering was not fluxed properly. I have seen lots of repairs on IC I badges. I would say this repair is strong and does not hurt the value all that much. There are some who collect period repaired badges , so what is your real concern?
Why not start another thread for repaired IC's?? I have a few i can add.(when I find the photos IF you do ). Not sure if there has been a thread about that yet?
That is what i was thinking as well. Most of the time the catch is soldered when repaired but in this case they put a little more effort in to that.

I have seen a few of these repairs with the added small plate and a good likelihood that the same Jeweler may have done this type of repair .
The catch is not too far out of place - regards appearance for a Maybauer - it resembles to some degree the catch they used on Spanish Crosses - be it with out the rounded top .
Some thing I that I would like to point out : what is far more matching for a period repair is what he used !
To get a piece of the same thickness and by appearance the same material composition could be done easily at that time .
A full sheet might have been 1 x 3 meters - that much the Jeweler did not need to buy ... -> just obtained - plain " stamping scraps " !
From any used stamping strip there is enough material between each cross cut out to get just such a piece for a repair at an reasonable price .
2 pieces actually - one from the top edge and one from the bottom edge - measuring somewhere 1.7 x 2.5 to 3.0 cm - enough to do the repair .
