I.C. 2: What is this curious feature?

I was recently working to identify the maker of this IC2. It appears here just as I received it. While looking it over I noticed this small nub at the 1200 aspect of the frame. The nub is actually part of the frame, and is not something that has been attached post assembly; i.e. solder. Also, the nub shows signs of having been shaped. I'm wondering if anyone has seen this before and/or have an idea what it might be from. .

Probably just a piece that wasn't filed off (finished) properly.

Thanks for the musings, gents. Good thoughts all! Myself, I was thinking it might have been a repair from a broken pedestal to a ring- but who could ever really know. Regardless, it's really a great looking cross, wouldn't you agree?
