strange EK2 - please opinions

I observe some strange (for me) cross EK2-1939.
Firstly, on the ring is visible "strange signature" ("189" ?), on the other hand, both dates look like they were be hand-carved (?)
What do you think about this cross?

Odd mark of a number not used ?? Looks added .
The core has been painted (recently ?) and it is bubbling around the date .

Also I think that the core was repainting. Besides, maybe the ring is not from this cross (ribbon may obstruct its intersection) ...

The cross was imo repainted ,but IMO possible that this is a "Franz Reischauer" ??????

Yes Sanya ... a 132 . ... where the 24 ring mark was added .
