Honor roll clasp

Honor roll clasps are normally seen being worn on the 1939 EK ribbon on the buttonhole, now what if the recepient already had a WW I ek2 ribbon with spange? Would they wear them both?

The clasp was awarded with the 39 EK 2 ribbon, right? or it was just the clasp?

He must remove the EK II clasp and wear only the Ehrenbalttspange, but he could wear his EK II clasp as a ribbon on a ribbon bar over hisleft pocket. The Ehrenblattspange comes always atached to an EK II WW II colours ribbon.
