          Im no expert, but the "1939" looks too low and the style of the numbers doesnt look right to me

                That's a Floch all day long.....interestingly (to me) we don't seem to see as many of his EK 2s as we see EK1s.

                  Also, do a search for JFS EK2 and you will probably see the differences. Not that crosses & packets never get mixed (by collectors mostly).

                    Yes, I agree, a Floch. I've had a couple in my hands over the years and the two things that quickly stand out to me in photos are: 1. The odd '3' in the date, and 2. The inner beading corners near the center of the cross have little x's in the corners. Overall the frame metal itself looks like modern metallurgy, not like a 1930's or 1940's German production.                       In crosses Floch's EK2 occurs, among other things, the characteristic data 1813 (for novice collectors easy to confusion with the same date 1813 in the cross Katz & Deyhle).
                      Floch's EK2 crosses are often signed "48" or "49" (looks photos - photos are not mine)
