Iron cross second class, having trouble with the maker

Hello my friends ! Young collector from Finland strikes again
What could the maker be on this unmarked one? By the look of the frame it is not a S&L. And when you tell me what maker it is, if there is a detail that helps indentify that maker you can tell it to me that I can learn to identify it in the future.

For me it's Rettenmaier (16)
If I can see in the lower right outer corner of the frame shows the typical flaw ...
