Round 3 EK 2 for Review

I was offered this round 3 which I wish to have your opinion about it.
The front I marked with red arrow a mark on the frame that I do not think it should be there, if at least it is not in the photo and not on the cross. The back I noticed that the date is odd, the 8 and the 3 are lower than the ones, is this correct? And it seems that it is repainted, which I do not know if this normal.
Any help will be appreciated. Thanks
    Alf.

This cross is referred to as the Dripping 8 & 3, in the 1813. It is a good cross. Jim
