On the right : relief on the head. The beak is different.

The Eagle on the left side looks to have a more sinister look and different eyebrows
Then the Eagle to the Wright,the beak seems to be the same..
Very nice birds...

I thinking two different tool or a subsequent improved tool

For me the same die, differnt is just the cut.
This is very easy to spot on the pics of the reverse.

I also see a difference in the top feather row, right wing seen from the front.

I have tried to mark the feathers I think is different.
