But what do you think ... Does it have potential?

As you already know better photos would be good but... based on the overall look and the blob flaw in the top of the 9 it has potential IMO, and some pretty shoddy repairs to the swastika done at one time or another.

lets see some better photos to be 100%, what price is he seller asking for it?
