I think that's a good idea leroy has . It does have the pimply type silver wash that has bubbled like on many zinc badges and medals from the period...If S&L actually made this as a display board medal...Wouldn't it be prudent to say it should have some of the same features of the silver struck S&L awards, and if so likely be made with the same dies ?

Again, I think someone would need to closely compare them to tell. Even if it ends up not be an S&L type, it still looks very believable to me (with that "bubbling" finish), so perhaps it could be from another maker.
