I guess you could ask yourself, why wouldn't they make cloth KVK I ? at least the swords variant. That they dont appear to have turned up in photos as yet may be due to the fact that far fewer were awarded than the EKI and that most were awarded during the last couple of years of the war when the number of photos being taken starts to drop significantly.
