                    I dont know if it applies here but I've seen that before on a few occsions. As weird as it may seem when I started collecting and it was still fairly common to buy stuff directly from the vets that brought it back you would see entire frames of stuff where the pins & catches had been broken to fit a thin frame (deep frames were not common) or so the items (including armbands and cloth insiginia, ribbons etc.) could be glued to cardboard. In one instance the vet just cut the pins off because his kids had a tendency to play "soldiers" with the badges he kept in an old tin box in the basement

                      If that was the case, you's think the catches would have been broken off or at least flattened too. These are all intact. Rather strange to say the least.
