DKiG Holder need help

My new DKiG had a tag with a name to it.

It reads:
Wachmeister Heinz Rickert 7/PzGr Regt. 26

Can anyone tell me when he got it? Or more in general?

It has a funny double stamp in the "4" in 1941.
