I think the KC looks more like a K&Q. 1939 don´t match Souvals. Souvals got the dipping 3.

I guess not all Souval KC have the dipping "3" core .... I believe there to be other variants as well ...

The cross seems rough to me...the lines look a bit ropey. The oaks could be S&L.
