      Technically, could be either, as some KM uniforms were actually more black than blue.

          Backing appears to be black, so in the collecting community this would be referred to as 'panzer'.

          I have seen period photos of panzer guys wearing either light or dark backed cloth DKs. The lighter material really causes the DK to 'jump out' from the black panzer wrapper.
