    No maker is known for this type, and as far as I know there is not even a working theory.

          Your R3 is known as the Plateu Swastika and as everyone has said maker unknown. Jim

            Jim is correct. A 'plateau' or 'pedestal' swas as it looks like it is set on a raised area
