I suspect this variant of the ultra rare award is not wartime. But is it modern or maybe early postwar like the souval or S&L????

Well...not wartime...and don't think S&L. "1939" is not S&L-design and no crispy details...

...and S&L marked their crosses with 935 not 800.

It looks like that the "1939" is curved in the writing.
