A Question About The Awarding of Spange

Did everyone who possessed and EK I & II from the first war get a spange II & I, assuming they performed the acts necessary for and were recommended for? What I'm getting at is: Did everyone who got a Spange 1st class also get a 2nd class one, or could you get a 1st without getting a 2nd class. Obviously, you could get a 2nd without getting a 1st class. I realize that you had to possess a 39 EK II before being eligible for a 39 EK I, but did this hold true for the Spange also?

I think, yes.

Of course you could get a Spange 2nd Class, then a 1939 EK1.

A member of the Wehrmacht would have to earn the spange to the EK2 prior to earning the spange (or basic) 1939 EK 1.

I suppose there were officers who received both at the same time.
