It's an unknown maker and a desirable cross in unfortunate condition. Some (especially on German forums) call it a "Schinkel-B shape" but I feel this is terribly misleading. It is not a prototype, in the way the Schinkel-B is, but rather just an unknown-maker EK2 with a rather unusual date design and somewhat minimal curvature to the arms.
Some have also speculated that it is a Juncker product, but I am certain that it is not. It has nothing in common with the Juncker design except some very superficial elements (jumpring lug, maybe some cross-hatching).
