Need confermation on next of kin and fire brigade

A friend of mine has these two crosses, I told him I dont think they are any good but of course he wants it verified, any help is appreciated, thanks.
Both are marked L/58 on the rings.

Atleast the Spanish Cross is no good, can't comment on the fire brigade.
