For me:
Off-center frame loop,
new-looking rust

but - paint spidering looks real - and next to the loop you can't see it in the pic but it looks like maybe a '3' - don't think frames were marked?

Looks like it could be okay, but these pictures aren't very good.

Rather wide, uneven flanges. Makes me skeptical.

It may not be possible to put a maker to this cross, but if we are to try, better photos are necessary. See HERE for some excellent photos of the type we could use.
