From what I can see of the top of the cross (beading) I can say that this is no Godet ('21'). Here is a good Godet maker mark. Larger photos of the cross are necessary to identify the maker.

Robert is correct, not a '21' as we know them, here is a marked Godet, compare the two crosses.......
