Chris,

I'm not certain on this one. My first guess would be a Meybauer core. They're known for having high-relief dates and national symbol. The frame I cannot identify. Meybauer cores were sold to other manufacturers, so it's anyone's guess as to who the frame belongs to.

Edit: This is a wild guess, but the frame may be a '23'. I have some with the paint up on the inside of the beading like yours. The detailing looks very close to a '23', but this is just a fast guess.
