Yes, a W&L core, IMO. This frame appears to have the hand-applied frosting, dating it very early 1939. Notice how the frosting has run onto the step in many areas, and some areas no frosting on the step. This technique gave way to the chemical dipping which acid etched the beading and gave it a rough, yet 'whitened' finish. These early crosses are very nice in that the beading is detailed much better than the chemically treated examples.
