Is the EK ring marked '65'? It looks like a K&Q EKII - 'long 3' in the date.

Interesting. What are the dimensions of the "packet"? And did the document come enclosed as well?

You are correct Robert, it's a "65" and you have a good eye. The overall dimensions are ~ 3.25 by 4.25 inches and perfect for a pocket. Part of a map possibly, but more like a notebook cover as far as thickness. It's folded in half and taped on the sides. The award document was included with the contents. The outside of the "case" is marked with his name. It is an interesting group.
