I think this has been discussed previously and I do not think there is a unique or straight answer. An inspection stamp? Mine doesn't have such a mark.

See G.Williamson's book "The Iron Cross 1939" pages 126 and 150. Could indeed be inspector's stamp and can take various forms such as an X or even a small swastika!
