If you mean, wearing the Ribbon bar and the Medal bar at the same time, you could not
But as far as wearing the Ribbon bar and wearing the ribbon through the button hole, Sure.

Actually no. Only ONE ordinary 1939 EK2 ribbon was allowed to be worn, EITHER from the buttonhole or on a ribbon bar. Anything else was incorrect and contrary to regulations.

Portrait photos sometimes turn up with the EK2 1939 in buttonhole AND a ribbon bar-- but that was "overdressing" when a soldier usually didn't wear his ribbon bar at all, but wanted to get "everything in" for the picture.

On the other hand, the WW2 Ehrenblattspange existed ONLY to be worn from the buttonhiole ribbon, and WAS so worn, when the normal EK2 ribbon was worn on a ribbon bar, or even when full dress was worn. (Bundeswehr photos show this "double wear," since the EBSp was NEVER worn on the EK2 ribbon on a MEDAL bar.)

IN WW2, the 1914 EK2 ribbon was properly worn on a ribbon bar, with the 1914/39 EK2 Spange worn from the buttonhole OR on the ribbon bar. In that case, two of the RIBBONS were indeed worn, but only one device:
