Can any of you spange experts tell me the maker of this one?

I don't have my files with me at the moment so I can't match makers, but I 'think' this is one of the many unknown... another member surely can give more info

I'm not disputing your word, never. You have been studying the spange family for years! But to me, the gap on both sides of the eagle's head is really non-uniform. I'm not doubting it's originality, but the detail is really terrible for a TR award. And the eagle's beak - my lord, they must have had a seagull to pose for this one!

Is this the same?...

Yes, that is the same type. If you look at all the eagles used during the TR period you will find many that are ugly. For whatever reason there was no set model. Each company designed thier own awards based upon the written requirements.

My initial response was wrong. Robert's comment's made me check and re-check this spange against my files of all known reproductions... It was there. This IS a repro
This goes to show I shouldn't open my mouth without double-checking EVERYTHING
I knew I recognized it, I bought the same one a few years ago from a super-reputable dealer, who later took it back as repro
again, I'm sorry for my initial response, and thank Robert for doubting my big mouth!
This game gets more difficult by the day
