Oakleaf and swords device

What can you tell me about this device? Does it have any worth? I got it one morning at the Frankfurt Flohmarkt out of a junk box on a table that had no military items on it at all. The box had bits and pieces of jewelry and other trinkets several of which were silver. The dealer was saying it was silver, and that was his pitch for selling it. He wanted 5-10 marks (I don't remember for sure) for the silver. I know it is not an issue piece, but what is it........a "57" piece or what?

Maybe it is a good advice to insert some similie stones to have an "early nice fake of the EAGLEBUCKEL diamonds"
