EK2 - Floch fake?

Hi EK experts,

A friend of mine asked me about this EK2, he had some concerns over the low position of the date and I have some concerns over the maker mark as well. The maker is 07 and this seems odd as Meybauer seem to use just a 7. Can I get some feedback on this one please?

I would say Floch, based on the shape of the numbers in the "1939".
EDIT: and "1813". That 3 is a giveaway.
