I believe the "sloppy paint job" can only be attributed to a post-war "touch up" of the core.

among certain makers!!

I also have a '22' that looks like that. I have no reason to think it's touched up either.

Thanks for your responses. I also believe that the 22 with a sloppy paint job was part of the original manufacturing process.
Hank, Yes I purchased the second #22 on purpose. I just couldn't resist such a nice piece. The finishing is superior to the first one.
