A quick search through the Wehrmacht Awards homesite leads me to believe it's a 23, or possibly L/11. They're fairly similar in appearance.

I kind of thought so, and looked just to confirm. You probably could have found it yourself, just woulda taken a bit longer!

The nr 3 in 1939 will help you find the maker, i just dont remeber ho but it´s uniq for that maker.

There are many makers with inner beading that resembles your cross. A closer view would help. We know it's not a Deumer ('3' or 'L/11') because there is no hump for the jump ring. Could you please provide a closer view of the inner beading corners near the swasi, and the dates? We'll give you a definate then, hopefully.
