opinion EK2 round '3' pls.

Happy New Year to all.
I purchased this set recently along with letters to his wife posted in 1941 when he was killed. I have no problems with the document but not up to scratch with EK2 round '3'. I would like your opinions on it please.

Its not important but I dont suppose anyone would know who sign the document or where I can look to find out? It would be nice to know who he is.
