EKII Award silk?

I just purchased a handful of items and this piece was in the lot. It appears to be a city crest, list of names, and an EKII. Has anyone seen others like this? I'm going to assume it commemorates men from that city that earned the EKII? Can anyone i.d. the crest or correct me if I'm in error with identifying this piece. As always; thanks for sharing your time and expertise!

Your bookmark does not depict the EK2 but the Knights Cross. The City shield, if I remember correctly is that of Cologne and the names are of KC holders from that city.

I once had one just like it. If you decide to sell it please let me know.

The names with the +(cross) after them were deceased by then.
