RK KVK Who made the proposals??

I dont know if this forum is the apropiate to ask this, if not, please excuse me.
I am wondering if any of you knows the exactly process to be awarded with the RK des KVK??? since its recommendation until the award was aproved. I read that Hitler approve or denied the award, is this correct, he approve all the awarded RK'S?? had the personal department of the army relevance to the matter? what was the level of the superior officer who reccomend the award ( regimental, divisional commander, etc) or the proccess for award a civilian?
there is any website with detailed info about it??

I beleive that Gordon Williamson is writing a book about the KVK. perhaps he would know. My guess is that it was a Ministerial-level reccommendation type of thing.
