Bar to the IC 1st class in case of issue opinion

Hello everyone,

Today at Detlev´s I bought this piece "Bar to the IC 1st class in case of issue -Tombak,wide pin in black,imprinted case of issue Both mint, unworn". Maybe I was faster than normal or simply it was a lot of money.

I need your opinion about it. As far as I see it has some patina around the eagle chest and wings. It looks so perfect.
Does anyone know the maker?

A super catch. Congratulations.

Maker wise, from what I can see in the picture, in my opinion this is possibly a B H Mayer piece.
