For what it's worth... Dietrich Maerz's book "The German Cross in Gold and Silver, I will use as a reference. The wreath on the cross in question looks exactly like the gold wreath in the book on page 23 and it is listed as an unknown manufacturer. The leaves on the Original Godet German Cross in Silver on page 132 look nothing like the cross in question.
