Question on an 1813 EK2

This item aroused my curiosity the other day. Has anyone seen an EK2 with such a device on the ribbon? Can anyone clarify this for me?

I have seen such devices on other medals, French, but never on a German award.

I've never seen a rosette on a german award before, on French, French Colonial, Dutch and even on Japanese. Normally given for "Special achievements" Quite a rarity, I would think.
