          The paper looks new to me.

          I have never seen any packet like this before, does not conform to any packet I know of.

              Very strange packet. Looks fake to me. Also what is Bestandsnachweis supposed to mean in connection with the medal?
              "Proof of existence" , seems very strange for a medal package.

                  A protective jacket for an inventory stock record? What are the dimensions of the jacket? Never seen anything like this but I'm not ready to say fake yet.

                      Thank you for the dimensions. Based on those dimensions, it doesn't seem like it was made to accommodate any standard German paper/document size. The closest fit would be DIN A4, which measures 297mm x 210mm and that would be a very sloppy fit for the jacket in question. I now view it as highly suspect.
