12 Year box, is it genuine? And what was it for?

Would like to have your thoughts on this box, I would like to know if it is genuine and If so what is it for ? You can see that the “12” has come away and been re-fixed to the box at some point..

Looks like a 12-year case for an RAD medal, but that affixed 12 label doesn't look right.
