I'm by no means an expert on all things paper, but this looks like a packet I would have no problem putting in my collection. You might get a better answer if you post it in the general wehrmacht awards forum as the packet forum is sometimes not very active.

The pouch for the Volkspflege Medaille from maker 77 has the same cut and placement of the maker.

I also see no problem with the packet in question. I do have a packet by Hauptmünzamt München in my collection, but it is for the Social Welfare Medal. I suppose it is like comparing apples to oranges, but I figured I would post it anyway. The paper is a bit different but also without the "flecks" we normally see on issue packets. A different font, but the maker name is positioned on the packet flap just like the packet in question. And the flap is cut straight across the bottom, rather than coming to a pointed radius like we see on most packets. When looking at the reverse, the packet in question has the pasted seam along the right side while my packet has the seam along the left side. So some differences but some similarities as well. I have no issues with either packet.
