I'm interested in this cuff title, currently listed on the E-stand.

As far as I can gather, it's an original EM cuff title that has been upgraded to a NCO cuff title. When and by whom is always a question that comes to mind and I assume is impossible to answer. The application of the cord is somewhat sloppy. I'm curious if anyone has seen or has an example upgraded with this type of cord.
All and any thoughts and opinions are welcome.
