Kuban shield

A Kuban shield, obviously from the same collection as the Narvik shield I also have up for evaluation here at the forum. As far as I can determine when checking around the forum, the shield looks promising but at least the paper backing looks wrong. Am I close?

Shield is original and the paper backing looks indeed suspicious to me.
