Sounds like probably one of the Axis allies' flying badges--maybe Rumanian,which was worn there by Germans. The distance between the loops might help narrow down possibilities (Croat, etc) if any of the Luftwaffe collecting guys could measure their foreign badges' top hinge to bottom hook distances.
