German badge for foreign volunteers? Army? SS?

I know this could be anything but it is probably nothing. I have been offered this piece. Seller claims it is a badge for Latvian volunteers in the Heer or SS. I don't know. I am counting on you to help me identify it.

Writing on the back reads:

S. BERGS
RIGA
METÄLS

There are two tiny hallmarks on back of badge which I can't make out.

The design appears to be derived from the Latvian Platoon Commanders Course Graduates Badge. Just a guess, but based on the prominent star and the new look of the piece I'd say this is likely a post-WWII version of that qual badge.

In fact this badge comes along with one of the Latvian platoon leaders badge, and a Kurland cuff title.
It seems the Latvian badges were made in small numbers. Does anyone know how well made fakes of these badges are? Both badges are very well constructed in silver with fine detail.
