I have seen lightweight IABs before that weighed a litle more than yours,but they were also thicker metal.I'd say it is die stamped from brass and silver plated.
Probably a cheep skate manufacturer!

Not sure, but mine looks very similar to yours in appearance, silver plate over brass hollowback. Mine weighs 16.1 grams though.
