Fire Service Cross mini on 1957 ribbon bar

Is there anyone who could identify which German State's Fire Service Cross is this? It does not match to any current State's coats of arm and I am a bit confused, what do you think?

It seems it is fitted upside down anyways.

this is the "Feuerwehr Ehrenkreuz Schleswig-Holstein" in silver.

This was my closest match, perhaps I am too perfectionist but if you compare the two coats of arms, they don't match, not even in terms of the colour. I attached a good photo upside down just for comparison.
