I think it might depend on the eagle. The Luft eagles don't carry the same conitations as the "Nazi eagle". Modern variations of the straight wing eagle and wreath can be seen with everything from empty wreaths to facist symbols to the VW symbol. The Nazi eagle shape seen on political and heer uniforms is most distinct and takes us straight there. Where as the luft ones are similar to many airforces such as the RAF. Who knows, just a though. I imagine that S&L probably wanted to avoid anything that might cause trouble.
